AFRICAN COMMISSION ON HUMAN AND PEOPLE'S RIGHTS MISSION

AFRICAN COMMISSION ON HUMAN AND PEOPLE’S RIGHTS (ACHPR)-

MISSION 13 -17 AUGUST 2019​

 ​

A delegation of the ACHPR effected a promotional mission to Mauritius from 13 to 17 August 2019, in conformity with Article 45(1) of the African Charter on Human and People’s Rights, which mandates the Commission with the promotion and protection of human and people’s rights on the African continent.

 

The Delegation comprised :-

 

-    The Honourable Commissioner Soyata Maiga, Chairperson of the African Commission on Human and Peoples' Rights, Chairperson of the Committee on the Protection of the Rights of People Living with HIV (HIV), People at Risk, Vulnerable and Affected by the HIV and Chair of the Working Group on Populations/Indigenous Communities in Africa (Head of Delegation);

-    The Honourable Commissioner Hatem Essaim, Commissioner for the Promotion and Protection of Human Rights in the Republic of Mauritius and Chairman of the Committee for the Prevention of Torture; And

-    The Honourable Commissioner Rémy Ngoy Lumbu, Special Rapporteur on Human Rights Defenders and Focal Point on Reprisals in Africa.

 

The Honourable Commissioners were accompanied throughout the mission by Ms Estelle Nkounkou and Ms Albab Tesfaye, lawyers from the Secretariat of the African Commission.

 

In the margin of their visit, the delegation met:

 

        (i)             the Honourable Pravind Kumar JUGNAUTH   Prime Minister, Minister of Home Affairs, External Communications and National Development Unit, Minister of Finance and Economic Development;

 

        (ii)             the Honourable Marc France Eddy BALANCY, Chief Justice;

 

        (iii)             the Honourable Ivan Leslie COLLENDAVELLOO, GCSK, SC, Deputy Prime Minister, Minister of Energy and Public Utilities;

 

       (iv)           the Right Honourable Sir Anerood JUGNAUTH, GCSK, KCMG, QC, Minister Mentor, Minister of Defence, Minister for Rodrigues;

 

       (v)             the Honourable Mrs Fazila JEEWA-DAUREEAWOO, GCSK, Vice-Prime Minister, Minister of Local Government and Outer Islands Minister of Gender Equality, Child Development and Family Welfare;

 

     (vi)             the Honourable Nandcoomar BODHA, GCSK, Minister of Public Infrastructure and Land Transport, Minister of Foreign Affairs, Regional Integration and International Trade;

 

     (vii)             the Honourable Marie Joseph Noël-Etienne Ghislain SINATAMBOU, Minister of Social Security, National Solidarity, and Environment and Sustainable Development;

 

      (viii)             the Honourable Maneesh GOBIN, Attorney General, Minister of Justice, Human Rights and Institutional Reforms;

 

      (ix)             the Honourable Premdut KOONJOO, Minister of Ocean Economy, Marine Resources, Fisheries and Shipping;

 

     ​(x)             the Honourable Soodesh Satkam CALLICHURN, Minister of Labour, Industrial Relations, Employment and Training; and

 

       (xi)             the Honourable Georges Pierre LESONGARD, Deputy Speake

r.

 

 

The Delegation had also working sessions with senior officials and representatives from:-

 

(i)            the Ministry of Education and Human Resources, Tertiary Education and Scientific Research;

(ii)          the Mauritius Police Force;

(iii)         the Mauritius Prison Service;

(iv)         the Ministry of Health and Quality of Life;

(v)          the Ministry of Youth and Sports;

(vi)         the Civil Society;

(vii)        the Human Rights Institutions; and

(viii)      the National Mechanism for Reporting and Follow Up.

The Delegation noted, with satisfaction, many positive developments characterized by a clear political will and a real commitment to the promotion and protection of human rights in Mauritius.​​
